ConEd is difficult to deal with, so I sympathize with you, but no way are you entitled to two free years of electricity. Estimated bills are legal. They will probably base the estimate on previous use plus any fee increases over the period of time in question. They will probably want it all paid at once before they restore service. If you are up to the conversation, you can call and try to find out the method by which they will determine the estimate and what the payment plan will be.
