My GPA is good but my ACT and SATs scores are poor?

My weighted GPA is a 4.2. I am the first in my class. I do numerous activities such as band, piano, science club, hiking club, recycling club, chess club, tennis, altar serving, volunteering in numerous places, teaching at my church, and cross country. I have been both secretary and treasurer of my class and treasurer of my school. Also, I am apart of a leadership organization called HOBY, which I also have a leadership position in. However, my ACT and SATs scores are just below average. The first time I took the ACT I didn't study at all and I got a 23. The second time I took it I studied a lot, but I still got the same exact score. I recently took the SATs and studied a little bit but not that much. I got a 1480, which is just below average. I'm concerned with these scores. They don't match with my GPA. Should I be concerned with my chances of getting into colleges?
