What should I wear to a welcome home troops party?

My stepmom is throwing a welcome home party for my brother and cousins. Its an indoor/outdoor party with a DJ and stuff. Should I go more casual with nice jeans and a shirt? Or more formal with a black skirt and heels? Or some other outfit?
